What MIA publishes, and why it looks like this
The Maryland Insurance Administration publishes the most carefully specified consumer guide in the country: 22 hand-authored narrative scenarios, each describing a household, its vehicles, its driving records and its credit position in full prose, priced across 29 ZIP codes by a large panel of insurers. The scenarios are full coverage with fixed comprehensive and collision deductibles.
The guide permits reproduction only in its entirety, so no part of it appears here. Nothing on these pages reproduces the administration’s text, its table layout or any insurer’s rate. What we publish are new statistics computed from the underlying premiums, which are facts rather than expression. Rates are annual and the edition is the freshest of any state survey we hold.
What these figures are, and what they are not
Each figure is computed from the premiums insurers filed with Maryland Insurance Administration for one hypothetical driver the regulator defined. They are not quotes, not offers, and not what any individual pays. An insurer’s filed sample rate assumes the exact vehicle, mileage, record and coverage in the published profile, and nothing else.
Full coverage. Every scenario carries liability, full PIP, uninsured motorist, comprehensive at a $250 deductible and collision at a $500 deductible, at the limits stated in the scenario definition. We publish the count and the distribution — the smallest filed rate, the quartiles, the median and the largest — and never a rate attributed to an insurer.

The other dimension of this survey
MIA rates 22 driver profiles as well. Every one of them appears on the pages above, as a row inside each ZIP code page. The transposed pages — one page per driver profile, carrying every ZIP code — are a later batch, and are named here rather than linked because they do not exist yet.

What Maryland requires by statute
These filed rates are for the coverage the survey defines, which is not the same thing as the state’s legal minimum. Car-insurance requirements in Maryland sets out what the statute obliges a driver to carry, with the citation and the effective date.
Questions about this data
- Are these car-insurance quotes for Maryland?
- No. They are rates insurers filed with Maryland Insurance Administration for driver profiles the regulator defined. They are not offers and not what any individual pays.
- Why is there no single average figure for Maryland?
- Because a single figure hides the spread, and the spread is the finding. Across this survey the lowest filed rate is $471 and the highest is $61,544, both for defined hypothetical drivers.
- Are these annual premiums?
- Maryland Insurance Administration publishes annual premiums. This site never converts between the two terms and never places one state's figures beside another's.
